Dr.
Harry Milman has been consulting and assisting law firms in Toxicology, Carcinogenesis,
Pharmacology, and Pharmacy Standard of Care since 1998 after a distinguished career in the United States
Federal government. Some of Dr. Milman’s activities include
litigation support and expert witness testimony for Defense and Plaintiff,
including depositions and jury trials, as well as evaluation of medical
and pre-clinical pharmacology and toxicology information and media assistance. In
addition, Dr. Milman has evaluated science issues dealing with endocrine
disruption and bisphenol-A (BPA), DEHP and phthalates,
children’s health, benzene, formaldehyde, lead, trichloroethylene (TCE) and perchloroethylene
(PERC),
litihium, morphine, and cocaine, among many others.
Dr. Milman
is often called for "on air" television and radio interviews on
matters related to toxicology and carcinogenicity of environmental
pollutants. Furthermore, Dr. Milman has provided support
to public relations firms and print and electronic news media to better
understand scientific findings, disseminate scientific information
in an understandable fashion and in writing and editing.
Prior to embarking on his consulting
activities, Dr. Milman served for nearly 20 years at the US Environmental Protection Agency (EPA) as a Senior Toxicologist and Senior
Science Advisor. In the Office of Pollution Prevention and Toxic
Substances (OPPT), Dr. Milman evaluated over 200 cancer and toxicology
studies, including those on formaldehyde, and performed many health assessments under Sections 4, 5 and 6 of
the Toxic Substances Control Act (TSCA). Dr. Milman managed the
preparation of preliminary guidelines for "Risk-Risk Tradeoff"
and implemented a research program on the use of biochemical and
immunological markers as early indicators of cancer. As Chairman of the
Health Research Subcommittee of the Office of Toxic Substances, Dr. Milman
directed agency research priorities and coordinated scientific activities
between the EPA, the National Toxicology Program (NTP), the Agency for
Toxic Substances and Disease Registry (ATSDR), and national and
international health organizations. While in the Office of International
Activities, Dr. Milman coordinated agency participation in the World
Health Organization (WHO), the Organization for Economic Cooperation and
Development (OECD), and the International Program on Chemical Safety
(IPCS),
as well as provided guidance to the regulated industry involved in
international transport of hazardous wastes.
Dr. Milman spent ten years as a research
scientist at the National Cancer Institute (NCI) of the National
Institutes of Health (NIH). In the Laboratory of Toxicology,
Dr. Milman conducted
research on cancer treatment, childhood leukemia, and pancreatic cancer. Subsequently, in the Carcinogenesis Testing
Program, he designed, managed, and monitored long-term animal cancer and
toxicology studies. Dr. Milman was also licensed in pharmacy for over 35
years and was the first pharmacist at the White
Earth Indian Health Center in Minnesota.
Dr. Milman is past President of the National Capital Area Chapter of the
Society of Toxicology ('05-'06) and a member of the Society of
Toxicology (SOT), the American Society for Pharmacology and
Experimental Therapeutics (ASPET) and the American Pharmacists Association
(APhA). Dr. Milman has organized or presented at more than 25
national or international conferences, has edited five books, including the
widely used Handbook of Carcinogen Testing, has authored over 70
scientific papers and abstracts, and has authored or reviewed numerous governmental
reports.
